NAKASEKE, UGANDA – The National Resistance Movement (NRM) has launched the Greater Luwero Transformation Programme, aimed at improving livelihoods and boosting economic development in the Luwero sub-region.
Rt. Hon. Namayanja Rose Nsereko, NRM Deputy Secretary General, unveiled the initiative at Nakaseke District headquarters yesterday. The programme aligns with the NRM’s socio-economic transformation agenda and focuses on agro-industrialization, cottage industries, and large-scale sector growth.
“We have taken a bold step by introducing this affirmative action program to elevate the economic status of the Greater Luwero sub-region,” Namayanja announced during the launch.
As part of its agricultural development initiatives, the government provided farmers in the region with essential resources, comprising three tractors, 60,000 coffee seedlings, 20,000 avocado seedlings, and 5,000 kilograms of soya seeds.

Furthermore, to enhance livestock health, 70,000 FMD vaccine doses, 10,000 PPR vaccine doses, and 10,000 LSD vaccine doses were also distributed to the people of Luwero.
To boost coffee production, the Uganda Coffee Development Authority (UCDA) will set up six centers equipped with demonstration farms, mother gardens, nursery beds, and irrigation systems. This initiative will empower farmers with cutting-edge methods and resources.
“This is not about politics; it’s about ensuring that this region receives the attention and support it deserves,” Namayanja emphasised.
She however, highlighted that the NRM is spearheading the initiative in partnership with various government ministries, NGOs, the private sector, and other key stakeholders.
Namayanja emphasized Greater Luwero’s priority status for government development initiatives, acknowledging that more efforts are necessary. “It is our responsibility as leaders to ensure that this region gets what it deserves,” she stressed, urging farmers and district leaders to optimize the provided farming equipment. Namayanja reaffirmed the government’s commitment to the initiative’s success.
Meanwhile, Mr. Ocan Joel Joe, representing the Ministry of Agriculture, Animal Industry, and Fisheries, praised the program for empowering rural farming communities. “The tractors and equipment provided represent an opportunity to increase production, diversify crops, and implement modern farming techniques that will drive efficiency and higher yields,” he highlighted.
Luweero Resident District Commissioner, Mr. Bwabye Ntulume, commended Namayanja for introducing a customized program benefiting three districts in the sub-region. He ensured local officials’ cooperation to facilitate effective service delivery. “Our chief administrative officers are committed cadres who work tirelessly to ensure service delivery,” he said.
Nakaseke District Woman MP, Hon. Sarah Najjuma, thanked President Museveni for prioritizing Greater Luwero’s development. She cited ongoing road infrastructure projects, which will facilitate market access for agricultural products. “We are fortunate to have an NRM government that serves the wananchi,” Najjuma Said
The program’s focus on modernizing farming techniques and increasing production is crucial for Uganda’s agricultural sector, which employs 70% of the population and contributes significantly to the country’s export earnings and GDP.
