Illegal Radio Stations, Megaphones Face Closure As UCC Announces Crack Down

Kampala, Uganda – The Uganda Communications Commission (UCC) has announced a crackdown on unlicensed radio stations, megaphones, and illegally installed point-to-point links on building rooftops, particularly in the city center.

According to Mr. Ibrahim Bbosa, head of public and international relations at Uganda communications Commission, they have already identified 17 radio stations operating without licenses across Uganda, specifically in Masaka, Mubende, Greater Masaka, and Luwero. “These stations have significant influence, and the UCC has already issued cease and desist notices and criminal summonses in January and July 2024, respectively.” Bbosa highlighted

He also warned that operating a radio station without a license contravenes Section 27 of the Uganda Communications Act 2013, which is punishable by a fine of UGX 500,000 or imprisonment for up to one year.

Additionally, Bbosa highlighted that UCC is as well committed to eliminating unlicensed megaphones (bizindaalo) that disrupt public order and peace.”These devices are not licensed by the Commission or any other entity in Uganda for broadcasting. Section 5(b) of the Uganda Communications Act 2013 authorizes only the UCC to license communication services.” He said

He added and said, “Commission has received 20 complaints and will take further action to address this issue. Offenders will face penalties.”

Further more, Uganda communications Commission will also be targeting all unauthorized point-to-point links installed on building rooftops in downtown Kampala that are interfering with licensed telecom operators’ frequency bands. These operators provide Wi-Fi services without a license, disrupting lawful services.

He notified that, they have identified transmitters in over eight locations in the city that require immediate removal.

Operating telecom services without a license in Uganda, contravenes Section 22 of the Uganda Communications Act 2013, punishable by a fine of UGX 1,920,000 or imprisonment for up to four years.

The UCC warns that punishment for illegality includes confiscation of equipment, which cannot be returned even if the operator later regularizes their station. Installing unauthorized equipment violates Section 26 of the Act and results in a fine of up to UGX 30,000,000, imprisonment for up to five years, or both.

The UCC has advised illegitimate operators to cease their activities and apply for licenses. The application process includes assigning frequency and spectrum, paying a UGX 100,000 license fee, and online registration. Operators can choose to apply for an online radio license (as a data communication service provider), which does not require frequency reservation.

The UCC’s enforcement operation aims to ensure compliance with regulations and protect licensed operators. The Commission urges the public to report any illegal operations and warns offenders that they will face the full force of the law.
