UNEB Cracks Down on Exam Cheats: Four Arrested

Kampala, Uganda – The Uganda National Examinations Board (UNEB) has arrested four individuals implicated in examination malpractice, following a tip-off from a whistleblower.

According to UNEB spokesperson Jennifer Kalule Musamba, the first incident involved a WhatsApp group dubbed “National Preparation for Cheating UNEB Examinations.” A whistleblower in Tororo reported the group to the police after being added to it.

Investigations were carried out and it was established that the two culprits who included Ejagu Moses and Jjuko Denis were both staff of st. Mary’s junior school in Kapeeka, Nakaseke district.

Police established that while applying for the job at the school, Ejagu Moses was masquerading as a UNEB Examiner where he formed 15 watsapp groups which he administered with the purpose of sharing UNEB Examinations papers including Primary Leaving Examination (PLE).

Jenifer disclosed that when the two culprits were apprehended they were already in possession of students examinations papers for mathematics Social studies (SST), English and Science.

“Ejagu Moses 36 years of age was found guilty to the charges and was sentenced by the chief magistrate in Tororo to 36 months in prison. His co-accused pleaded not guilty and was remanded until 30th October 2024.” Jenifer highlighted

In a separate incident, police arrested other 2 suspects from Bujjuri Secondary School allegedly for being in possession of unauthorised examination materials.

Jenifer highlighted that the suspects, Kambugu Livingston, 31, and Onyoto Thomas, 27, a biology teacher at Bujjuri Secondary School, “were found by a UNEB scout with a copy of a chemistry examination paper inside the laboratory while the preparations were ongoing for the same Exam.”

Onyoto Thomas was masquerading as a teacher of the school. The were later handed over to the police for further investigation.

Jenifer outlined that incase the two suspects are convicted, they will be charged under section 25 of UNEB Act for unauthorised possession of an examination paper, material of information. Onyoto will also be charged for impersonation.

Musamba further cautioned journalists against taking photos during a UNEB examination saying, “it’s illegal to access examination room without permission from the Executive director of UNEB. The media is further informed that no one is permitted to take any photos or videos during an examination paper in an examination room.”

“Such an action is a threat to security of the examination and incase a problem is to arise from your action, you would be convicted for aiding and abetting mulpractice upon the UNEB Act 2021.” She further said
