BREAKING: Museveni Appoints Frank Rusa as Acting KCCA Executive Director

Frank Rusa is the legal director at Kampala Capital City Authority.

Kampala, Uganda – In a swift move following the dismissal of Dorothy Kisaka, President Yoweri Museveni has appointed Frank Nyakaana Rusa as the acting Executive Director of Kampala Capital City Authority (KCCA). Rusa, who previously served as KCCA’s legal director, takes over the reins effective immediately.

The appointment comes after Kisaka, alongside her deputy Eng. David Luyimbazi and Dr. Daniel Okello, Director of Public Health, were sacked over negligence related to the Kiteezi landfill tragedy that claimed over 30 lives.

Rusa’s appointment aims to bring stability and continuity to KCCA’s operations. As acting Executive Director, he will be responsible for submitting quarterly reports to the Head of Public Service and Secretary to Cabinet, as well as the Minister in charge of Kampala Capital City Authority.

“Rusa’s wealth of experience and strong background in law make him an ideal candidate to steer KCCA during this transitional period,” said a source from the Presidency.

Rusa previously served as Executive Secretary of the Inter-Party Organisation for Dialogue (IPOD) and held various roles at the Democratic Governance Facility (DGF). He holds a Bachelor of Laws from Makerere University.

Rusa is the legal director at Kampala Capital City Authority.

The KCCA reshuffle is expected to address concerns surrounding the authority’s management and response to critical issues affecting the city.
